Is Susana Martinez intentionally supporting the violating of her own “code of conduct” or is she blissfully unaware of what her appointees are up to?
On April 26, 2011 the State Personnel Board and Personnel Office issued General Memorandum 2011-1 announcing that Susana had created a new code of conduct that “articulates the expectations of the state’s officers and employees to maintain an individual commitment to the highest standards of conduct.”
Well it looks as if the administration either had no intention of following it’s own code, or Susana is an absentee governor who has no idea what’s going on in her administration.
- Keith Gardner and Gene Moser, State Personnel Director (His name was on the memo!), rigged the job qualifications to eliminate better qualified candidates so that Gardner could get his wife a job.
- Paul Yarbrough, (His name was on the memo, too!) who is a vice-president and shareholder of a law firm that represents the state against it’s employees, was appointed by Martinez to serve as the chairman of the State Personnel Board. A position that requires neutrality when dealing with state employees. Clearly, Yarbrough’s firm, would have to conflict out of any litigation on behalf of state employees- so how is this not a serious breach of ethics?
- Patty Matthews, a lawyer/lobbyist for all of the charter schools in New Mexico got Hanna Skandera to reverse the Public Education Commission’s order rescinding three of her client’s charters. Skandera then fired the director of the charter schools division and replaced him with Matthews. Now she can intercede on behalf of her clients whenever they need it.
